At present, three rounds of national environmental protection inspections have been carried out across the country, and the popularity continues. At the same time, environmental protection inspections at the provincial, municipal, county and multi-level levels are in full swing. Under the heavy pressure of environmental protection, wherever the storm hits, including the textile printing and dyeing industry, large-scale enterprises have cut off water, power and production. Workers have stopped working and lost their jobs, and family livelihoods are worrying! It feels a bit like mourning all over the country. In Sanhe City, Hebei Province, some business owners and employees even held banners to protest!
Some textile company owners lamented: There is nothing wrong with strict environmental protection inspections. However, under the current circumstances of cutting overcapacity and soaring raw materials, sports-style and one-size-fits-all environmental protection has gradually changed. A massive “Operation to Defend the Blue Sky” has become the focus of countless private enterprises. wail. We are afraid that every morning when the sun rises, police cars, law enforcement vehicles, even plainclothes vehicles, and even drones will be deployed outside the factory.
Small and medium-sized textile enterprises have suspended production on a large scale, and there are unemployment, and public resentment is boiling!
Many small and medium-sized textile business owners have all their wealth tied up in their factories, while countless workers are burdened with the huge pressure of mortgages, car loans, family support, and retirement. The government has adopted a one-size-fits-all approach that has forced many non-polluting companies to close down, and even Small shops that make tofu and breakfast are also closed. For a while, public dissatisfaction arose.
Some companies said:
The environmental protection management advocated by the government is in line with the actual people’s livelihood, but it must guide enterprises to reform in a reasonable and orderly manner, and the people cannot be allowed to see people from government departments entering the village like devils. Now, which chemical companies, large and small, do not have their doors locked!
It cannot be said that it is the fault of the manufacturer. Some law enforcement officers are indeed barbaric. These people do not have the right to speak. The environment needs to be sorted out, and that also requires a process, right?
Policies must have continuity. One policy today is waiting for you to invest in rectification; another policy tomorrow, and the last rectification will no longer work! Each department is the same, and no one dares to express their position. For the sake of their own shame, we will do whatever the superiors say, just “close”! In fact, it’s just laziness and inaction!
Some private enterprises feel they have been treated unfairly, saying:
When the Beijing-Tianjin-Hebei region is polluted, the surrounding areas will be treated, just like the human body. Food is enjoyed by the mouth, and diseases are shared by other organs.
They are all using chicken feathers as arrows. So many large-scale polluting enterprises, including chemical plants, thermal power plants, steel plants, etc., are ignored, and they only focus on private enterprises. What is their intention?
If you want to protect the environment, you must start from the source. Don’t burn coal. Close the coal mines, stop the cigarette factories, and kill PetroChina and Sinopec. Taking Tianjin as an example, thousands of small and micro chemical companies in various districts have closed down, and how many people have lost their jobs? Which level of government or department has ever thought about what to do with their lives?
Some company employees also expressed deep concern:
The land has been transferred and the factories have been closed. I wonder what tomorrow will be like for the people. How can we provide children with schooling, care for the elderly, and even basic food and clothing?
If this governance continues, society will become even more chaotic. How many factories and companies have been closed, and how many workers have been laid off. Children need to go to school, and parents need to be well-raised. What should we do?
Nowadays, self-employed small businesses are basically people born in the 1970s and 1980s. They are responsible for the livelihood of three generations of a family. How can we survive if we are so one-size-fits-all?
In fact, many private enterprise bosses have also criticized this kind of environmental protection storm that has been branded as “one size fits all, sports style”. A frustrated business owner said:
In November last year, the Environmental Protection Agency claimed that coal-fired boilers must install filtering devices to ensure that white smoke comes out of the chimney, and that they must first pay a fine of 50,000 yuan. When processing the environmental impact assessment report, when people were nervous and spent more than 20 yuan in a month After spending 10,000 yuan on environmental assessment and modification of coal-fired boilers, the environmental protection department claimed that production would be limited.
By February of this year, the state held a general meeting and required all industrial electricity companies to stop production, even if they had no certificates or reports. Once investigated, they would be detained and fined, so they had to endure it and wait for a few days. People worked all night after the conference because the delay was so long. However, just after April 1st, people were completely desperate. The country established the Xiongan New Area, and all surrounding enterprises that were considered small-scale polluters were demolished (regardless of whether you reported it or not), and ordinary people must replace all natural gas stoves.
After five months, the national policy has undergone earth-shaking changes. Has the country considered the life and death of the people? What do our companies do? Going to Xiongan New Area to open a university? Or should we, who have not graduated from junior high school, engage in high technology? Just thinking about it makes me want to laugh…but I can’t.
Of course there are also voices of reason:
The central government’s policies are good. In order to control environmental pollution, there are only problems with the methods and measures. They cannot be one-size-fits-all. Closing all so many enterprises is not the answer.
In the context of the era when the country is vigorously carrying out environmental protection rectification, the loud appeals of these private business owners obviously cannot change the direction of this historical torrent. However, ordinary people need to breathe more and more to make a living. We also ask the relevant authorities to carefully investigate the losses of private enterprise owners and the losses of employees while carrying out environmental protection rectification.Save!
Small and medium-sized enterprises have been hit hard, and tragedies are still happening…
According to statistics from relevant national departments, there are currently 40 million small and medium-sized enterprises in my country, accounting for 99% of the total number of enterprises, contributing 60% of China’s GDP, 50% of tax revenue and 80% of urban employment. Similarly, all over the world, small and medium-sized enterprises are the main force of a country’s economy and a valued group. In the EU, there are more than 20 million small and medium-sized enterprises, accounting for 99.8% of the total number of EU enterprises. 92.2% of them are micro-enterprises with fewer than 10 employees.
In the past two years, Premier Li Keqiang’s “National Entrepreneurship and Innovation” initiative is actually a way of cultivating innovative small, medium and micro enterprises. Therefore, I hope that the owners of small and medium-sized enterprises will not underestimate themselves. If China’s economy is to develop, it must ultimately rely on small and medium-sized enterprises.
Since 2016 and 2017, under the background of overcapacity reduction and supply-side reform, a large number of small and medium-sized enterprises, including the textile printing and dyeing industry, have become the targets of overcapacity reduction. Especially when the smog is overwhelming, small and medium-sized enterprises have been cut across the board. Shut down.
Last year’s price increase in the chemical market was not driven by a rebound in demand, but more like a price increase caused by the sudden concentration of production capacity of upstream material companies due to environmental protection and overcapacity reduction. This explosive price increase is difficult to transmit to end-use companies, causing many small and medium-sized chemical companies in the midstream to go bankrupt due to broken capital chains, order transfers and other reasons.
The official Xinhua News Agency and the CEO of a chemical giant question the one-size-fits-all approach to the “environmental storm”
At present, the central environmental protection inspection is being carried out vigorously, and remarkable results have been seen. However, from the perspective of economic development, there have been situations that limit economic growth. How can we have a more harmonious environmental policy? How can economic, social and environmental benefits be balanced in a more civilized manner?
Not long ago, Livelihood, chairman and CEO of Dow Chemical Company, said: “Excessive environmental regulation will scare away investors and prevent the introduction of technologies and innovations that are beneficial to our environmental protection work.”
So, how to achieve reasonable environmental supervision is worth pondering for each of us.
In the context of an era when the country is vigorously carrying out environmental protection rectification, the loud appeals of these business owners obviously cannot change the direction of this historical trend. But ordinary people need to breathe more and more to make a living. Relevant departments are requested to conduct serious investigations while carrying out environmental protection improvements, especially the survival of small and medium-sized private chemical companies and their employees!
In fact, as early as April this year, Xinhua News Agency questioned the “one size fits all” approach to environmental protection inspections in an article titled: Environmental protection control cannot be “one size fits all.”
The article points out that fighting the battle against air pollution is not only a political task and a public support project, but also a booster to promote the transformation and upgrading of enterprises and achieve cleaner production. A recent investigation by a provincial industrial authority found that some places implemented environmental protection control measures and implemented staggered peak production shutdowns regardless of whether companies met environmental protection standards. As a result, some companies that met standards were shut down for four months. In response to this phenomenon, industry experts believe that environmental protection management and control must implement precise policies and create a good management and control orientation.
The Xinhua News Agency article believes that drawing lines by industry, setting boundaries by region, and implementing “one size fits all” environmental protection control are simple and trouble-free methods, and are also very effective in mitigating sudden haze weather. However, in order to promote the coordinated development of environmental protection and economy, and to launch a protracted and tough battle to control air pollution, the measures need to be further improved.
Good environmental management and control measures are the benchmark for enterprise transformation and upgrading. It is necessary to strictly implement national environmental protection standards to guide and promote enterprises to eliminate backward processes and production capacity to achieve clean production and meet emission standards. For enterprises that meet environmental protection standards, we must provide strong support to promote their healthy development and seize market opportunities; for enterprises that do not meet environmental protection standards, we must resolutely rectify them and promote their transformation and upgrading, otherwise they will be shut down. If the same control measures are implemented indiscriminately, it will be difficult to achieve the effect of survival of the fittest.
Many places have put forward the “goal of ensuring more than half of good weather in a year”, which is naturally a good thing. However, without changing the production methods of high-energy-consuming, high-pollution enterprises, without coordinated regional governance, and without strict supervision and accountability, it may be a luxury to hope to achieve a fundamental improvement in air quality.
Everyone has a responsibility to control air pollution. The public must participate, enterprises must take responsibility, and government management departments have even greater responsibilities. They must not only have mid-term goals and short-term goals, but also have specific measures to reward the good and punish the bad to prevent the emergence of “defaulters”. “Those who are lenient and those who fulfill their responsibilities are strict” are the reverse elimination.
How should companies respond to environmental protection inspections?
During environmental inspections, the following items are generally inspected:
1. Enterprise production situation
The industry and main products of the company
Last month’s products and production capacity, and whether each line is in operation. Whether the business owner is constructing illegally and whether the environmental impact assessment is consistent. Are there any new pollutants such as waste gas, waste water, and solid waste?
2. Implementation of corporate environmental protection
Whether the project performs environmental impact assessment procedures in accordance with the law?See the environmental impact assessment documents and environmental impact assessment approvals, etc. (Environmental law enforcement officers or inspectors come to the enterprise or the Environmental Protection Bureau to check the environmental impact assessment documents), check whether the project site pollution control measures are generally consistent with the environmental impact assessment), and whether the environmental impact assessment documents (environmental impact assessment public counselor) involve fraud. (Attention! The two high environmental protection judicial interpretations on the penalties for environmental fraud: Environmental impact assessment agencies or their personnel deliberately provide false environmental impact assessment documents. If the circumstances are serious, or are seriously irresponsible, the environmental impact assessment documents issued contain major inaccuracies. If serious consequences are caused, the person shall be convicted and punished for the crime of providing false certification documents or the crime of issuing materially inaccurate certification documents in accordance with the provisions of Articles 229 and 231 of the Criminal Law)
Check whether the nature of the project, production scale, location, production process adopted or pollution control measures adopted are consistent with the environmental impact assessment and approval documents. If the project starts construction five years after the environmental impact assessment is approved, should the environmental impact assessment be re-approved?
Check whether environmental protection completion acceptance has been carried out after the project is put into operation. Whether the environmental protection completion acceptance procedures are complete. Whether the enterprise’s pollution control facilities have been put into production without acceptance by the environmental protection department.
Production workshop: Whether the floor of the workshop where super or raw materials are involved in acid, alkali, and other corrosive materials should be treated with anti-corrosion treatment and be maintained regularly. Is there any leakage or leakage during the production process?
