In order to thoroughly implement the “Thirteenth Five-Year Plan for National Economic and Social Development of the People’s Republic of China” and “Made in China 2025”, in accordance with the “Textile Industry Development Plan (2016-2020)”, the Ministry of Industry and Information Technology and the National Development and the Reform Committee jointly issued the “Guiding Opinions on the Development of the Industrial Textiles Industry during the 13th Five-Year Plan” (hereinafter referred to as the “Guiding Opinions”). The “Guiding Opinions” aim to guide the structural adjustment and industrial upgrading of the industrial textile industry, accelerate the construction of a strong textile country, and meet the needs of relevant fields of the national economy.

1. The necessity of formulating the “Guiding Opinions”

In September 2016, the “Textile Industry Development Plan (2016-2020)” issued by the Ministry of Industry and Information Technology clearly stated that the textile industry is my country’s traditional pillar industry, an important people’s livelihood industry and an industry that creates new international advantages. An industry that integrates technology and fashion, as well as clothing consumption and industrial use. And regard industrial textiles as one of the key areas for the development of the textile industry. Taking into account the cross-industry development characteristics of industrial textiles and their importance to building a strong textile country, the Ministry of Industry and Information Technology and the National Development and Reform Commission decided to compile the “Guiding Opinions” to provide support and guidance for the development of the industrial textiles industry.

(1) The industrial textiles industry is a key area of ​​textile technological innovation. Industrial textiles are an important direction for the structural adjustment and upgrading of the textile industry, and are the focus of development in developed countries. The U.S. National Manufacturing Innovation Network program has established 11 innovation institutions, of which two institutions, Advanced Composite Materials Manufacturing and Revolutionary Fiber and Fabric Manufacturing, are related to industrial textiles. The main area of ​​application for high-performance fibers is technical textiles. Improving the innovation level of industrial textiles is the main task for my country’s textile industry to create new competitive advantages and move towards the mid-to-high end.

(2) The industrial textiles industry is a field with broad cross-industry application potential. Industrial textiles are widely used in many fields such as medical health, environmental protection, safety protection, construction, transportation, aerospace, etc. Due to their good flexibility and strong processability, there is huge space to replace traditional materials. In recent years, the growth rate of global industrial textile fiber processing is about twice the growth rate of all textile fiber processing. According to predictions by relevant United Nations agencies, by 2050, 68% of the world’s textile fibers will be used for industrial textiles.

(3) my country’s industrial textiles industry is still in a period of rapid growth. In 2015, the total industrial output value of my country’s industrial textile industry was nearly one trillion yuan, and the total fiber processing volume was 13.41 million tons, accounting for 25.3% of the total fiber processing volume in the textile industry. During the “Thirteenth Five-Year Plan” period, with the improvement of ecological and environmental protection awareness, the development of the health and elderly care industry, the continuous growth of emerging industries and the advancement of the “One Belt, One Road” strategy, the industrial textiles industry will still be in a period of rapid growth. However, problems such as scattered enterprises, insufficient technological innovation capabilities, low proportion of high-tech products, and insufficient connection between production and demand have restricted the healthy development of the industry and require joint efforts from the government, industry, and enterprises to solve them.

2. Overall development requirements

The “Thirteenth Five-Year Plan” is a critical period for my country to build a textile power and a critical stage for the rapid expansion of applications in the industrial textile industry and its upgrading to mid-to-high-end. The “Guiding Opinions” determine the guiding ideology and basic principles for the development of the industrial textile industry during the “Thirteenth Five-Year Plan” period.

(1) Guiding ideology. It embodies the requirements in three aspects. In terms of development ideas, it leads the overall development of the industry with new era, new concepts and new strategies, firmly establishes and implements the five major development concepts of “innovation, green, coordination, openness and sharing”, and promotes the supply-side structural Reform, optimize structure, and make up for shortcomings. On the development path, it emphasizes being guided by innovation and demand-oriented, strengthening the integration of production and demand, improving manufacturing and service-oriented manufacturing capabilities, and expanding new space for industry development. (2) Basic principles. The “Guiding Opinions” clarified four principles. First, innovation leads and key breakthroughs are made. Take innovation as the first driving force for industry development, improve the industry innovation system, strengthen interdisciplinary applied research, break through key bottlenecks that restrict industry development in terms of technological innovation, and cultivate new models of service-oriented manufacturing in terms of model innovation. The second is demand-oriented and coordinated advancement. Focusing on meeting the needs of key areas of national economic development, we will strengthen the connection and supporting facilities between industrial chains, improve the quality and efficiency of the supply of industrial textiles, and promote the coordinated development of upstream and downstream industries. The third is structural optimization and integrated development. Strengthen resource integration, military-civilian integration, optimize product structure, corporate structure, and regional structure, and improve the quality and efficiency of development. The fourth is the main body of enterprises and the guidance of the government. To give full play to the decisive role of the market in allocating resources and mobilize the subjective initiative of enterprises in industry development, the government must create a fair competitive market environment and promote benign interaction between effective supply and demand upgrading.

3. Development Goals

The “Guiding Opinions” clarify that the industrial textiles industry in the “Thirteenth Five-Year Plan”The development goals are: the industrial textile industry maintains rapid and steady growth, the industrial structure is further optimized, quality and efficiency are significantly improved, application technology in some fields reaches the international advanced level, and it plays an important supporting role in promoting the construction of a strong textile country. In terms of specific indicators:

(1) Rapid development in scale. The “Guiding Opinions” propose that during the “Thirteenth Five-Year Plan” period, the industrial added value of enterprises above designated size will increase by an average of about 9% per year, and the total fiber processing volume of the entire industry will increase by an average of about 8% per year. This is based on the judgment that the market potential of industrial textiles is vast and the industry is still in a period of rapid growth. The growth rate is much higher than the industry average of 6%-7% determined in the textile industry development plan. In 2016, the added value of the industrial textile industry achieved a growth of 9.1%, which is much higher than the growth rate of the entire textile industry, reflecting the role of this industry as an economic growth pole in the textile industry.

(2) Improvement of innovation capabilities. During the “Thirteenth Five-Year Plan” period, labor productivity increased by more than 8% annually on average, and the R&D investment of 100 key enterprises accounted for 2.5% of sales revenue, an increase of 0.6 percentage points from 2015. By 2020, the main technologies of environmental protection textiles, geotechnical construction textiles, and bio-based functional textiles will reach the world’s advanced level. Among them, the R&D investment index requirements are relatively high, which mainly reflects the requirements of innovation leadership and also reflects the high-tech characteristics of the industry. It requires the joint efforts of backbone enterprises and key enterprises in the industry.

(3) Structural adjustment and optimization. The overall industrial textile industry has a large scale, but the concentration is not high. In the process of rapid development in the future, it is necessary to focus on optimizing the corporate structure. On the one hand, it is necessary to guide the coordination and supporting of the industrial chain, promote the cluster development of enterprises, and cultivate and expand 5-8 over 10 billion enterprises. On the other hand, it is necessary to cultivate key enterprises, play the leading role of leading enterprises in demonstration, and form 3-5 industrial textile enterprise groups with international influence.

4. Main tasks

The focus on industry concentration is low, original innovation capabilities are insufficient, industrial supporting capabilities are not strong, and the connection between production and demand is incomplete. Quality improvement, brand creation, and shortcomings still need to be accelerated. Compared with developed countries in terms of high-end product technology and market There are still problems existing in the industry such as large gaps; to seize the two major development opportunities of scientific and technological progress and multi-disciplinary integrated development, as well as domestic demand market growth and consumption upgrading, the “Guiding Opinions” identified the following five key tasks:

(1) Strengthen innovation drive and improve innovation mechanism. Innovation should be used as the main driving force to promote the industry to move towards the mid-to-high end and achieve sustainable development of the industry. Improving the innovation system and cultivating innovative entities such as innovative enterprises and innovation platforms are the basis for promoting industry innovation; strengthening technological innovation and achieving breakthroughs in key technologies are the focus of industry innovation; deep integration of the two informatizations and promoting intelligent production and manufacturing and enterprise management are industry innovation of multipliers.

(2) Strengthen the connection between production and demand and build a new industrial supply chain. Based on the characteristics of cross-industry applications and engineering applications of industrial textiles, strengthening upstream and downstream connections and coordinated development of the industrial chain are important ways to expand market space. In terms of product development, we will strengthen upstream and downstream collaboration among fiber, equipment, products and users to improve product development efficiency. In terms of operating model, it should be extended from simply providing products to providing products as well as engineering design, construction, operation and maintenance services, and improve the overall service capabilities and voice of the industry chain. In terms of application expansion, penetration and integration with application fields should be strengthened to promote collaborative innovation and common development.

(3) Strengthen the construction of quality standards and cultivate well-known brands in the industry. Standard quality is the guarantee for the standardized development of the industry, and cultivating brands is an inevitable requirement to adapt to industrial upgrading and consumption upgrading. In terms of standards, we will improve the standard system, promote cross-industry comprehensive standardization, and encourage the development of high-level product standards. In terms of quality improvement, we will strengthen quality assurance capacity building, strengthen quality supervision, and promote the construction of cross-industry quality evaluation and quality traceability systems. In terms of brand building, in response to the needs of different fields of industrial textiles, corporate brand building is strengthened in the field of engineering applications, product brands are cultivated in individual consumption fields such as health and elderly care, and regional brands are cultivated in industrial clusters.

(4) Promote structural adjustment and improve corporate competitiveness. In terms of product structure, increase the proportion of products with high technological content, superior performance and high added value. In terms of regional structure, the eastern, central and western regions are encouraged to develop industrial textiles at different levels based on their resource endowments and industrial base. In terms of corporate structure, we should make good use of financial support for corporate development policies, promote corporate resource integration, accelerate mergers and acquisitions, and improve the competitiveness of key companies. Guide the development of industrial agglomeration and cultivate advantageous industrial clusters.

(5) Promote green manufacturing and develop circular economy. Promote the research and application of green production and energy-saving technologies in the industry; increase the proportion of reused fibers and waste textiles in industrial textiles; accelerate the development and application of green degradable industrial textiles.

5. Key development directions

During the “Thirteenth Five-Year Plan” period, with the increasing awareness of ecological and environmental protection, the development of the health and elderly care industry, the continuous growth of emerging industries and the advancement of the “One Belt, One Road” strategy, industrial textiles have greater room for development. Focusing on the implementation of relevant major national strategic ministries��, highlighting demand orientation, and proposed six areas as key development directions.

(1) Strategic new materials industrial textiles. New materials are an important foundation for the development of manufacturing industry. Fiber-based reinforced composite materials and bio-based fiber products are the main components of strategic new materials and are also representatives of high-tech industrial textiles. It is necessary to focus on applications in large aircraft, high-speed trains, high-end equipment, national defense industry, aerospace, new energy and other fields to improve the industrialization and application level of fiber-based composite materials and other high-performance textile materials.

(2) Environmental protection industrial textiles. With the advancement of my country’s ecological civilization construction and the improvement of environmental governance requirements, the environmental protection industry will maintain a rapid development momentum, and the market space for high-performance environmentally friendly textiles is broad. During the “Thirteenth Five-Year Plan” period, focusing on the three major special actions of air, water and soil pollution control, we will continue to improve the performance level of textiles for air filtration and water filtration, and expand the application scope of textiles for ecological restoration. Focus on improving the performance of textiles used in bag dust collection to adapt to ultra-low emission requirements. Accelerate the development and application of non-woven filter materials for automobile filters, air purifiers, vacuum cleaners, water purifiers and other uses to meet the needs of consumer upgrades. Promote the development and promotion of environmentally friendly and biodegradable agricultural textiles.

(3) Textiles for medical and health industries. Medical and health textiles are a fast-growing market. With the aging of the population and the advancement of Healthy China-related plans, the market application potential is huge. Further increase the application proportion of disposable medical textiles and promote the development and application of high-end medical textiles such as artificial skin, absorbable sutures, and hernia repair materials. Vigorously develop functional textiles such as smart health, rehabilitation and health care, and easy care for the elderly.

(4) Industrial textiles for emergency and public safety. With my country’s economic development, social progress and the improvement of public safety awareness, the demand for emergency products and services continues to grow. According to estimates, the output value of special products and services in 2015 exceeded one trillion yuan. Industrial textiles play an important role in personal protection, emergency disaster relief, emergency treatment, health security, marine oil spill response, epidemic quarantine and quarantine treatment, etc. During the “Thirteenth Five-Year Plan” period, the functionality, reliability, convenience and intelligence of emergency protective textiles will be further improved in the fields of natural disaster rescue, production safety accident handling, health and public safety response, etc.

(5) Industrial textiles supporting infrastructure construction. Infrastructure construction is one of the important driving forces for building a moderately prosperous society in an all-round way. In conjunction with the advancement of the “One Belt, One Road” strategy, infrastructure construction focuses on large-scale water conservancy facilities, urban underground pipe networks, high-speed railways, large-scale airport reconstruction and expansion, and port and terminal construction. . Focusing on the needs of infrastructure construction, it is necessary to strengthen the connection with application fields such as transportation, water conservancy, and construction, and develop supporting textiles for infrastructure that are adapted to extreme environments, different uses, and multiple functions.

(6) Industrial textiles related to “military-civilian integration”. The 2016 “Opinions on the Integrated Development of Economic Construction and National Defense Construction” elevated military-civilian integrated development to a national strategy. This is a major decision made by the Party Central Committee based on the overall national security and development strategy. It is an important step in realizing a prosperous country in the process of building a moderately prosperous society in an all-round way. The only way to unify and strengthen the military provides new opportunities for the two-way integration and interactive development of the textile industry and the military industry. The industrial textiles industry must actively implement national strategies, strengthen communication with military-related demand units, build a cooperation and exchange mechanism between the military and civilian parties, jointly solve textile material issues that restrict the development of protection and equipment, and at the same time promote the application of advanced military industry achievements in the textile industry , to help accumulate energy for the industrial textiles power strategy.

6. Policies and Measures

The “Guiding Opinions” proposes five policy measures:

(1) Optimize the industry development environment. Strengthen intellectual property protection and encourage innovative development. Strengthen quality awareness with the spirit of craftsmanship, improve market supervision and third-party certification, and create a fair competition market order.

(2) Increase fiscal, taxation and financial policy support. Utilize existing funding channels to support the development and industrialization of key technologies for industrial textiles, demonstration applications, and the construction of industry public platforms. Implement the policy of super deduction of corporate R&D funds and strengthen credit financing support for the industrial textiles industry.

(3) Improve the industry talent training system. Strengthen the training of high-level, interdisciplinary, and composite industrial textile talents and build a number of high-level talent training bases. Strengthen vocational skills education and on-the-job training for technical workers, carry out vocational skill identification and certification, and select and train high-skilled operating talents through holding vocational skills competitions and other methods.

(4) Establish and improve the promotion and application mechanism of industrial textiles. Establish cross-department and cross-industry coordination mechanisms in key application areas, and promote cross-industry comprehensive standardization and pilot applications of related products. Promote the inclusion of disposable medical textiles in the medical insurance catalog and provide application subsidies for agricultural and environmentally friendly textiles. Improve the emergency product reserve mechanism.

(5) Give full play to the role of industry associations. Give full play to the role of industry associationsIt serves as a bridge and link between the government and enterprises, and encourages industry associations to actively participate in the research and formulation of industrial policies, relevant standards, and technical regulations. Support industry associations to carry out various industry services and promote the implementation of the “Guiding Opinions”.

The “Guiding Opinions” have been issued to all provincial and municipal industry and information technology departments, local development and reform commissions, relevant industry associations and relevant units. Industrial and information system management departments at all levels should strengthen the publicity of the “Guiding Opinions” and mobilize the enthusiasm of all parties to implement the Guiding Opinions. Based on reality, we should study and formulate the key points and support measures for the development of the industrial textile industry in the region. In particular, we should better play the role of the government in creating a fair competitive market environment, promoting cross-department and cross-industry coordination, providing public services, and promoting the development of industrial agglomerations.
