At present, the “supply-side” adjustment of my country’s textile industry is deepening day by day, and industrial transfer is showing new characteristics: the transfer instinct of pursuing cost depressions and policy highlands is changing towards the pursuit of higher requirements for internal driving forces. In the past year, what new features and problems have emerged in the relocation of the textile industry? What new experiences have been gained in the construction of industrial parks in various places? How should the textile industry seize the opportunity of the new round of industrial transfer and better achieve transformation and upgrading?
The National Textile Industry Transfer Work Conference and Intelligent Manufacturing and Ecological Development Seminar were recently held in Shuyang, Jiangsu Province. Participants came from relevant departments of national ministries and commissions, industry organizations, textile colleges and universities, as well as 27 demonstration and pilot parks in 12 provinces, autonomous regions, and cities across the country. More than 300 people attended the meeting, including relevant leaders from enterprises, local associations and government departments, and gave some answers to the above questions.
Transfer and upgrade to main melody
At the meeting, the “2016 National Textile Industry Transfer Work Report” made by Yang Jun, deputy secretary-general of the China National Textile and Apparel Federation and executive deputy director of the Textile Industry Transfer Office, summarized that the textile industry transfer work in 2016 was in the national supply-side reform and structure Under the guidance of the adjustment of the general policy, it is closely centered on the national “Belt and Road” strategy, industrial transfer in the central and western regions and the coordinated development of Beijing, Tianjin and Hebei.
From the perspective of regional economic development, the eastern region continues to maintain its leading position in total output due to its better industrial foundation, and its growth rate is basically stable; the growth rate in the central and western regions is relatively fast, but the growth rate in most provinces continues to fall during the process of structural adjustment. The speed is gradually narrowing compared with the eastern region. The report points out that with the passage of time and changes in national policy orientation, the impetus for industrial transfer has gradually weakened due to the intensification of factor constraints in the east, the comparative advantage of factor costs in the west, and policy support. Industrial transfer has shifted from incremental investment to existing investment. Adjusting the transition of industrial upgrading, the transferred industries have also shifted from cotton spinning and clothing to the direction of industrial chain extension and supporting, and expanded to knitting, home textiles and industrial fields.
The transfer of the textile industry in 2016 showed three major characteristics. First, the textile industry has shifted from the three-level interaction of the East, Central and West, and Overseas to the four-wheel drive development of the East, Overseas, Xinjiang, and the Central and West. Among them, the transfers undertaken by the western region except Xinjiang and Xinjiang are divided into two levels, one is slow and the other is hot. In 2016, investment in Xinjiang increased by 50%. In contrast, the construction of 27 pilot parks in 14 provinces, autonomous regions, and cities in the central and western regions is proceeding with difficulties. Investment recruitment has become difficult, and a very few parks have given up on pilot projects. Second, transfer and upgrade have become the main theme. Most investments are accompanied by the elimination of backward equipment, transformation and upgrading, and the introduction of new equipment. The phenomenon of equipment relocation is no longer common. Especially under the conditions of national environmental constraints and sustainable strategies, relocation and upgrading have gone from being hotly discussed by entrepreneurs to taking action, and have become an important issue for enterprises. choice. Third, policy guidance still plays a major role in industrial transfer. From the national “One Belt and One Road” strategy, guidance on overseas investment, the United States’ withdrawal from the TPP, to the textile regional development policy implemented by the state to support the development of Xinjiang, as well as investment and investment promotion in some regions such as Ningxia, Yunnan, and Sichuan The regional policies formulated in this regard have had a practical impact on the transfer of the textile industry.
The transfer of the textile industry in 2016 gained some experience that can be used for reference.
First of all, industrial transfer must be combined with local economic development strategies and the integrated development of industry and city. For example, local governments such as Baoshan in Yunnan, Xiping in Henan, and Pingshan in Sichuan have combined the transfer of industries to develop the textile industry with regional economic development to create a good environment for the development of the textile industry. Xiping in Henan has included the development of textiles in National People’s Congress legislation, and Litong in Ningxia and Sichuan Pingshan has integrated local poverty alleviation work, and Yunnan Baoshan has closely integrated urban construction to undertake transfers, both of which have achieved good results. Secondly, industrial transfer adheres to the fundamental goal of improving labor productivity, with the goal of building a world textile power, creating an advanced intelligent manufacturing platform, and completing the construction of a world-class textile enterprise. For example, a number of enterprise parks such as Zhonghao Group, Tianhong Group, and Ruyi Yinchuan Binhe Park aim at the world’s advanced level, have leading technologies and equipment, and reflect sustainable development. They have greatly improved the enterprise’s labor productivity, product quality, and operation quality, creating a relatively Good economic benefits. Thirdly, industrial transfer adheres to market orientation to create characteristic industries. For example, Sichuan Pingshan Industrial Park relies on Siliya Group to build a biomass fiber textile park, Shandong Dadanfang Group builds a silk industrial park in Mengshan, Guangxi, Jiangsu Shuyang builds an intelligent knitting park, and Jiangsu Sheyang’s printing and dyeing park are all looking for The park development strategy implemented after quasi-market positioning. The construction of these parks has created a development environment for different industries and provided good conditions and opportunities for the staggered development of enterprises.
“Intelligent manufacturing” and “ecology” are the only way
Yang Jichao, vice president of the China National Textile and Apparel Federation and president of the China Knitting Industry Association, said at the meeting that in the course of my country’s structural adjustment and supply-side reform and development, under the guidance of the national “One Belt, One Road” strategy, my country’s textile industry has entered a new era. historical period. He emphasized that industrial transfer is not about simple and flat equipment., upgrading requires intelligent manufacturing and green development. The essence is to improve efficiency, effectiveness and sustainable development, thereby promoting the transformation of my country from a large textile country to a powerful textile country.
Cao Tingrui, director of the Textile Division of the Department of Consumer Goods Industry of the Ministry of Industry and Information Technology, said at the meeting that this round of global industrial transfer shows the characteristics of two-way transfer, that is, the low-end and mid-end are moving to Southeast Asia, and the high-end is returning to Europe and the United States. The challenge of “not being able to settle for anything less”. Domestic industrial transfer must achieve “two win-wins” for the transfer place and the transfer place, economic development and environmental protection. He analyzed that it is inevitable for the cost-sensitive and labor-intensive textile and apparel industry to seek cost depressions and policy highlands. In recent years, the country has successively introduced corresponding policies to promote the healthy development of industrial transfer. The industrial supporting conditions in the central and western regions of my country also have more comprehensive advantages than some regions in Southeast Asia. In the long run, the entire industry must advocate innovation, focus on talents, accelerate research and development, cultivate new industrial momentum and core competitiveness, promote the textile industry to move towards the mid-to-high end, and reshape international competitive advantages. He said that to this end, the following work must be done: first, research and formulate standards, specifications and verification platforms for textile intelligent manufacturing in various textile industries and fields; second, implement intelligent manufacturing pilot and demonstration projects in the entire industry; third, promote the development of textile intelligent manufacturing The development and application of intelligent equipment, sensors, and software will form a textile intelligent innovation system; the fourth is to gradually promote the pace of enterprise intelligence and build a future development model for the textile industry.
When Xie Ming, president of the Jiangsu Textile Industry Association, analyzed the development status of Jiangsu’s textile and garment industry at the meeting, he also confirmed the importance of intelligent manufacturing and ecological development as the starting point for industrial upgrading. She said that the development of Jiangsu’s textile and garment industry is currently facing huge survival pressure and strong challenges: First, it comes from the central and western regions of the country. In recent years, the central government has vigorously developed the economy of the central and western regions. In addition to strengthening infrastructure construction, it has also introduced many Innovative measures to undertake industrial transfers require strong policies; secondly, there is pressure from developing countries, such as India, Pakistan and Southeast Asia, which are all showing a trend of rapid development, especially driven by the “Belt and Road” initiative. The development of the country’s textile and apparel industry will usher in good news. In this regard, Jiangsu Province has proposed to build a domestically leading and internationally competitive manufacturing province, with the main focus being intelligent manufacturing. She said that as an important part of Jiangsu’s manufacturing industry, the textile and garment industry must also firmly grasp this point and be committed to enterprise technological innovation, model innovation and governance structure innovation to truly promote the revitalization and development of the real economy.
How should we plan the road to transfer enterprises and undertake regional intelligent manufacturing and ecological development? At the meeting, Yu Jianyong, academician of the Chinese Academy of Engineering, Wang Xiwen, director of the International Economic and Technical Cooperation Center and Industry 4.0 Research Institute of the Ministry of Industry and Information Technology, Sun Huaibin, vice president of China Textile Federation and other industry experts respectively discussed “Application of Intelligent Manufacturing in Textile Enterprises”, “Intelligent Manufacturing Lectures were given on topics such as “Manufacturing and industrial transfer realize transformation and upgrading in time and space” and “Ecology and green development in industrial transfer”.
Yu Jianyong said that “Made in China 2025” and “Internet + Action Guidance Opinions” have planned a new path for the development of intelligent manufacturing in China’s industry, that is, its main line is the deep integration of informatization and industrialization, and its core is networking, digitalization, and intelligence. change. He said that textile intelligent manufacturing can promote the innovative development of the industry, change the original production method, and collaborate in production under an interconnected manufacturing model, thereby achieving lean manufacturing, efficient manufacturing, flexible manufacturing, service manufacturing and green manufacturing. He talked about the purpose and key tasks of intelligent manufacturing in textile and clothing applications, and emphasized that while textiles are applying intelligent manufacturing, we must not forget the role of people and further improve the quality of Chinese industrial workers.
Wang Xiwen pointed out in his keynote speech “Intelligent Manufacturing and Industrial Transfer Achieving Transformation and Upgrading in Time and Space” that the current textile industry is facing multiple pressures from the market, resource environment and cost. The traditional economy driven by energy conversion tools will It is difficult to maintain. The traditional industrial development model is no longer competitive. The arrival of the era of intelligent manufacturing allows industrial manufacturing to effectively meet the needs of personalized customization, shorten construction periods, reduce costs, reduce energy consumption and other needs, especially to bring production methods to textiles. changes.
Sun Huaibin suggested that in terms of park construction, we can learn from the green development “1+5 (access conditions + ecological economy, ecological environment, ecological habitation, ecological culture, ecological system)” model, and use this index system to evaluate the ecological civilization of the park. The level of construction can make the construction of ecological civilization practical. From the perspective of green development of the textile industry, green development can be promoted from three levels: first, full life cycle green management at the product level; second, building green factories based on the green “5” principles to lay the foundation for a green manufacturing system; The third is to take brand enterprises as the leader, standardize all aspects of the supply chain, and improve the green level of the supply chain.
The experience of demonstrators has attracted much attention
In fact, the textile industry transfer processThere are already many explorers in China who are focusing on intelligent manufacturing and ecological development to achieve industrial upgrading. At the meeting, Bian Jianjun, deputy secretary of the Shuyang County Party Committee, county magistrate, and director of the Economic and Technological Development Zone Management Committee; Nie Xiaoguang, secretary of the Xiping County Party Committee in Henan Province; Gao Baolin, chairman of Shanghai Zhonghao Knitting; Yu Xingxing, chairman of Ningxia Ruyi Technology and Fashion Industry, and other representatives exchanged views respectively. The methods and experiences of intelligent manufacturing and ecological development in respective parks and enterprises.
Take Shuyang as an example: In recent years, in order to lead the transformation and upgrading of the textile industry, Shuyang County has built the country’s first intelligent knitting industrial park in the Textile Industrial Park of the Economic and Technological Development Zone, creating a carrier platform for intelligent manufacturing, transformation and upgrading of the textile industry, and gathering A number of innovative and intelligent projects have been developed, and the second phase of construction is now underway. Textile companies in Shuyang have also been transforming and upgrading, relying on technological innovation to update products and technologies. Shuyang’s textile industry is transforming and developing in an efficient, intelligent and ecological direction.
In order to promote the transformation from “Shuyang Manufacturing” to “Shuyang Intelligent Manufacturing”, at the meeting, the China National Textile Federation Industrial Economics Research Institute signed a strategic cooperation agreement with Shuyang Economic and Technological Development Zone, and Donghua University signed an industry-university-research cooperation agreement with Shuyang Economic and Technological Development Zone. , Wuhan Textile University and Shuyang Economic and Technological Development Zone signed a cooperation agreement on the construction of the Intelligent Manufacturing Research Institute to carry out all-round and multi-level cooperation in scientific and technological project cooperation, transformation of scientific and technological achievements, joint construction of innovation platforms, talent training and exchanges, etc., to provide Industrial improvement provides a more solid foundation.
Outstanding problems need to be solved together
At present, there are still some outstanding problems in the relocation of my country’s textile industry. First, environmental pressure is increasing. The transfer of industries from the eastern region has further increased the environmental pressure on the central and western regions, and the environmental carrying capacity has been challenged. The printing and dyeing industry, a key link in the textile industry chain, cannot provide effective support for the transfer of industry to the central and western regions. Second, the pressure on cost factors has become increasingly prominent. Human, environmental, energy and other costs continue to increase over time, creating more and more uncertainty about corporate input and output. With the improvement of equipment and the increase in automation, energy factors account for an increasing proportion of costs. However, my country’s energy prices are currently at a disadvantage in international competition. Third, the development of industrial transfer regions is unbalanced. Some parks in the central and western regions have high vacancy rates, unclear development positioning, difficulty attracting investment, and waste of resources due to land occupation, which has an impact on the sustainable development of the park.
In order to help solve the problems encountered in industrial transfer, in 2016, the Textile Industry Transfer Office strengthened research and information work, conducted in-depth research on key areas, and provided opinions and suggestions on specific issues; focusing on the industrial transfer situation in Xinjiang, and providing regional Provide good services for economic development; focus on effective docking of industrial parks to connect industrial transfer enterprises; and include Xinjiang Alar Economic and Technological Development Zone and other 7 parks in the transfer pilot.
It is understood that the overall idea of the transfer of the textile industry in 2017 is: firmly grasp the overall deployment of the Party Central Committee on economic work, grasp the direction of structural adjustment, grasp the internal strength of the park’s sustainable development, make breakthroughs in the service docking model, and make breakthroughs in the service docking model. There have been breakthroughs in the construction of intelligent manufacturing and green parks, and breakthroughs in reasonable layout and distribution.
